I think opening it up will add other sequence problems, specifically players playing helpers and expecting it to be activated.
not sure on resolving this bug.

Attempted to sell my grapes multiple times starting at move 150 or so (during delivery phase). Game is ongoing as of this post, problem continues and shows no sign of resolving on its own.
