i wanted to use blacksmith.
when i use blacksmith, marker ran out.
i wanted to sell grape, but couldn't choose free action.

confirmed free action not available during transport tile selection.
I think opening it up will add other sequence problems, specifically players playing helpers and expecting it to be activated.
