Sorry, I don't understand what the issue is here?
${countLabelText} is a translatable text in its own, which is either blank, or "All" or "All but"
${countLabelNr} is just a number of cards to play or nr cards for the "All but", or blank when "All" is in play
They always need to be combined, since also with "All but ..." the actual number can be variable due to rules like Inflation.
