apparently only the 4th player cannot put the tiles to other monsters but their own, the other 3 players were free to put their tiles anywhere.
the open squares for placing at other monsters weren't even there so it couldn't be clicked.
nothing happens if you click where no empty square is, even if the tile would fit.

I've just added a can't-play-here indicator for players who are only allowed to play on minions. This should help remind users that the game is aware the piece would fit, but knows it's against the rules.
