The english version of the description of the movement cards is:
"This diver card with horizontal arrows allows a player to send another diver card to an empty space on the same side."
and
"This diver card with a vertical arrow allows a player to send another diver card to the empty space on the opposite side."
But it is not an allow, it is a must if possible. This results in confusements for new players.

A better wording would be:
"This diver card with horizontal arrows commits a player to send another diver card to an empty space on the same side."
and
"This diver card with horizontal arrows commits a player to send another diver card to an empty space on the same side, if possible."
The german version of the description of the movement cards is:
"Diese Taucherkarte mit horizontalen Pfeilen erlaubt es dem Spieler, eine Taucherkarte auf derselben Seite zu verschieben."
and
"Diese Taucherkarte mit vertikalem Pfeil erlaubt es dem Spieler, eine Taucherkarte auf den gegenüberliegenden leeren Platz zu schieben."
A much better version would be:
"Diese Taucherkarte mit horizontalen Pfeilen verplichtet den Spieler, falls möglich eine Taucherkarte auf derselben Seite zu verschieben."
and
"Diese Taucherkarte mit vertikalem Pfeil verpflichtet den Spieler, falls möglich eine Taucherkarte auf den gegenüberliegenden leeren Platz zu schieben."
I found out by google translator, that even the french version has this problem in wordin.
As the translations are more than 30 days old, an update of the translation is not possible for users like me.

It'll better, I agree. I changed those two strings to:
"This diver card with horizontal arrows obliges a player to send another diver card to an empty space on the same side, if possible."
and
"This diver card with a vertical arrow obliges a player to send another diver card to the empty space on the opposite side, if possible."
You can change the translation of these strings in German now.
"This diver card with horizontal arrows obliges a player to send another diver card to an empty space on the same side, if possible."
