You SH is already part of the second town since it touch the town tile. You can not have 2 different twon touching each others.
In addition the mermaids landscape has been changed so that you HAVE TO place the mermaid town tile on top of the landscape, yo ucan not skip 2 water tiles anymore, this was announced here: boardgamearena.com/group?id=2008676

yeah ive read that annoucement but i would like to let D6 and E3 to be part of second town. Not SH
