案件沿革
I note from the forums that he's been caught cheating previously (using multiple accounts to boost his ranking), and before he red thumbed me (for trying to warn other players about his behaviour), I noticed he currently has 150 or so active turn-based games. I suspect a lot of them are in the same situation as mine - he's not taking his last turn if he's about to lose, and there's no time limit (my mistake, I was just trying to learn the game, I'll never join one of these with a stranger again).
This behaviour should not be allowed. I don't know if you can block him from starting/joining games with no time limit, or maybe you can manually end the games he's about to lose? Or change them to have a time limit? He deserves the ELO penalty.
It looks very much like he's just manipulating his ELO to get to #1, and maybe it's weird that it bothers me, but this kind of behaviour defeats the purpose of the ELO and I don't think many in the community would enjoy playing with someone like this.

He really should be blocked from starting/joining games with no time limit, he's abusing the ELO system.
