There are no cards to reorder because the damage deck is empty.
After trying "Accept" the buttons disappear but the game instruction is unchanged. Refreshing the page restores the buttons.

Also in my game - exact same thing. I didn't realise the damage deck was empty, I clicked to use the bridge action, there are no cards to select, pressing accept generates an error and I cannot proceed ..

Pressing accept causes a Server Error notification. Refreshing the page brings back the Bridge action buttons but you cannot back out of this action or proceed.
