Build silver tracks on the bottom (Tokyo-Osaka) track. I had previously unlocked the right to use Silver tracks, but no silver tracks were added under my Tokyo-Osaka track, so there were no UI elements to click to add them.

I had a similar issue, you can sometimes select silver tracks from the top line and add them to the Tokyo-Osaka line at the bottom but it does not always work. I think partially because when the Tokyo-Osaka bonus is added options to potentially select gold and silver track in the future are not added.

I was able to advance silver simply by clicking the first space on Tokyo-Osaka without clicking a track first. However it took the track from Beijing-Batou and later wouldn't let me advance silver on that route (separate bug report submitted).

After selecting an action to move 2 silver, if I move my cursor to Tokyo-Osaka # 1 my mouse pointer turns into a pointing hand, just like other selectable options, but no dotted line boarder. As soon as the hover text shows up the cursor turns back to a pointer and the action is not clickable.

If i click on it the sliver track piece that is reserved for Soul-Vladivostok moves the T-O # 1.
The silver piece now on Tokyo-Osaka #1 can still be selected as normal, but when you hover over it it reads "Soul-Vladivostok #0"

If I click it again that it will move the silver track from Tokyo-Osaka # 1 to Tokyo-Osaka # 2.

From the rulebook (pg 35):
OSAKA ROUTE UPGRADE
When you choose this idea token, you can extend the Tokyo route to
Osaka. Immediately place your Osaka route upgrade onto the indicated
space on your player board, shifting your [wooden] and [green] tracks onto the new
board as necessary ([bronze] and higher were not possible yet).
Place your existing tracks onto the same spaces they were on previously. The
upgraded route with some additional potential benefits is now available
to you.
The components of the game indeed provide only 2 silver and 1 gold track for each player. This means that players must choose which of two routes they start silver on. This is called out in the German section (pg 26):
3. THE SILVER TRACKS
All 3 routes on the German player board show a track. This means
that you can build this type of track on all 3 routes. However, as in the
base game, you have only 2 tracks available. You will have to choose
which routes you want to build silver tracks on.

I have confirmed that michael_f's workaround also is working for my table. However that is far from obvious in the UI. So I think the bug it that it is not clear how to start silver on Tokyo-Osaka.

Well, maybe the workaround did not work. I hadn't committed my turn when claiming it worked. Once I clicked done on my turn I hit:

Are you sure you couldn't do it ?
Sometimes, you CAN make a move but the interface doesn't tell you HOW and highlights the wrong place(s).

This happened to me as well when trying to build silvertrack at Tokyo-Osaka. (Table #215355226
Move #155).
If I would guess what is wrong it is that the game think the silvertrack is moving on the Seoul-Vladivostok track instead. When i reached the second step I was asked to put out a doubler and then I got one more free move with any track (which you dont get from Tokyo-Osaka).
I tried to put out the silver track in different ways (was first triggered by using the industritrack to get the moves for silvertrack) and it was the same result each time the silvertrack reached the second spot on Tokyo-Osaka.
I got the samme error message as mentionend above when I tried to complete the move with done.

Placing the first silver track on the first space is possible, but the space is not "outlined" as a possible choice. Selecting the silver track from in front of the tracks doesn't work.

I unlocked the white cars
I unlocked the Gold cars
I see the white and gold cars on the Beijing-Baotou line, I see the white car on the Seoul-Vladivostok but not the gold one. And on the Tokyo-Osaka I don't see neither the white or gold one

There are only 2 silver tracks and one Gold track per player. Hence you don't see them in front of every line where you can use them. (This has been said a few dozen times)

I finally was able to reproduce issue in this specific situation when silver track can be placed
but it causing incorrect double advantage (which can skipped as workaround)
The rest of the issue comments either expected or fixed
