"Cards points" are both points for action tiles and orders. Kinda makes sense during the game (as it's done the same way in the physical game) but in the summary it's maybe confusing that the order points are also mentioned seperately.

As Runkst pointed out, the card points includes both the action tiles and the order tiles point. Since you had -2 for actions tiles but +5 for order tiles, the total was +3.
I think the tooltip is misleading and should mention that order tiles are also included in that category. As noted by Runkst, I also think that the stats label should mention that Cards points includes both order & action tiles.

The tooltip in the player panel is confusing because it says points for action tiles when it's actually points for action tiles and orders.

Yeah. I just reported a suggestion that includes changing this in the game stats.
