I got to spot #15 on red but was unable to build my open #1 white cathedral.
Last move of this game fid not get free build, cost me the win
Moves 49 to 51 : I get 6 yellow guys and exceeded the 15th yellow guy, but game skips my last frtress buildable.
Fortunately it was a training solo part, but i don't want it in a really game with opponents !!
I've seen gwarrack's game, in his/her case like the mine, one of the two rows was fully unfillable but the second could be completed. Nothing in the rules about this. This is probably the reason of the bug, just to solve it now. :]
Second last turn, I used the 5 fortress to get to 15 red. At the time the Cathedral 3 was still open.
Move #96
First time I notice the problem. i circled the 15th yellow citizen, the cathedral on the first column (in this case number 2) was free and I did not get the possibility of building it.
Game is not finished yet, but it is possible that this bug changes the outcome

Some other reports had inconsistent states due to possible race conditions. I have added some checks to try to prevent this; in case it is related it may have fixed this issue at the same time.
I'll leave that report open to see if it continues happening and get more information.
