案件沿革
The official rules state that in 2 or 3 player games each player receives a matching pair of capital city mats. The starting spaces on the map make it clear which number mats are to be paired. If you look at the terrain on these starting islands, you will see that they match the terrain types of the corresponding capital city mats.
"Gain a random pair" being the key words. Right now the pairing is always the same and Desert Wetlands is a choice of two poor options.
