Maybe I am missing something (game is new to me), but I have been reading and checking the rules again.
And I don’t see what I am missing, so maybe it is just a bug indeed :)

According to the rules, a player should always have the option to either do some action, or upgrade a wedge of the action wheel. Sometimes both options are available during my turn, but sometimes not.
Then I only get:

Choose an action on your action wheel, or “Skip Turn and Distribute” button

It is not clear to me why the “Upgrade” button is not available on those occasions.
Don’t see any prerequisites or restrictions in the rules.

Any idea what is going on there?
