This is still a problem and it is causing tournament losses.

Actually, I think this only happens when the 7th ribbon is the last card to be won at the end of the round. I have received my 7th ribbon as the last card 3 times with no immediate win, but I will receive an immediate win if it happens before the last card of the round.
