I was awarded a locomotive on the Seoul track without fulfilling the requirements (green tracks at least on step 5).

In move #200, buy a locomotive and place it over the 3 on the Seoul track. This awards another locomotive even though I only have a wooden track on space 1. (A green track on space 5 would be required per rules).
When the move is comitted, an error appears: "Internal Error. Try F5. Please raise a bug. No matching action T to _0"
This bug made it impossible to extend the locomotive on the Seoul track.

The problem is reproducible and occurred first in move #189 during a very long cascade (see screenshot for cascading move). Whenever I placed the locomotive on the Seoul track (possible in move #189 by using the 5x industry advancement advantage token), the locomotive was incorrectly awarded and the bug appeared when I submit the move.
Reloading did not solve the problem. Using another locomotive did not solve the problem. Doing other things first did not influence the appearance of the bug.

Actually, there is no bug. You unlocked the first locomotive by reaching Osaka slot #3 with yout brown tracks and the second by reaching industry slot #17 with your industry marker. If there is no locomotive available you can just click "skip buy" and proceed. So, the reward was not unlocked on the Seoul track.
