It could be compared to chess - playing the game is easy, one has only to know how each of the different chess pieces is allowed to move, but master the game is quite hard.
In Bao, it's the same, doing a move is simple, especially since the game always tells you which moves are possible, but mastering the game and know which consequnces a move has, is complex.
So difficulty could be set like chess.
