From the printed rules:
The Woodpecker: this bird has got to be the stupidest animal in all Creation. While its
very life is being saved, that idiot cannot help but give in to its vice: drilling holes in
the ferry’s wooden hull! On that ferry, the total maximum weight goes from 21 to 13!
It’s thus not possible to load a woodpecker on a ferry whose weight is already over 13.
When a woodpecker is present, reaching 13 makes the ferry leave and grants the same
advantages as a regular departure.
On BGA, you are not allowed to play a woodpecker on a boat that is already at weight 13. According to the written rules, you are not allowed to play a woodpecker on a boat that is weight OVER 13.• 這項違反規則之處可否在遊戲重播中看到？若可以是在哪步？（重播時左上角資訊）

Apparently this bug triggers after you get the play an additional card because you matched an animal in a boat. I was able to do this today, but it was my first card play for my turn.
In the game this was a problem (listed above), it was my second or third card play after matching an animal.
