The common rule allows multiple bomb in a row 3 consecutives pairs < quad < 4 consecutives pairs

The deuce (also called Pig) is a highest ranking card in the game. When playing single or double, certain special card sets can be used to beat the deuce set. Here are the list of all special cutting rules:
Double series of 6 cards (3 consecutive pairs) can cut a single deuce.
Quadruple can cut double series of 6 cards or single deuce.
Double series of 8 cards can cut quadruple, double series of 6 cards, single deuce, or pair of deuces.

2 is the highest card in the deck. However, there are a couple of combinations known as bombs that can be played on top of 2's as follows:
A 4-of-a-kind or a double sequence of 3 or more can be played on top of a single 2.
A double sequence of 4 or more can be played on top of two 2's.
A double sequence of 5 or more can be played on top of three 2s.
A higher bomb of the same type of combination can be played on top of a previously played bomb.

The exceptions to the strict rule of matching type and beating rank are called bombs and they may be played only against presently-winning 2s as follows:
A single 2 may be beaten by any quartet, as 3♥ 3♦ 3♣ 3♠
A single 2 may also be beaten by any double sequence of 3+ pairs, as 4♣ 4♠ 5♥ 5♦ 6♣ 6♦
A pair of 2s may be beaten by any double sequence of 4+ pairs, as 4♣ 4♠ 5♥ 5♦ 6♣ 6♦ 7♠ 7♥
A triplet of 2s may be beaten by any double sequence of 5+ pairs, as 4♣ 4♠ 5♥ 5♦ 6♣ 6♦ 7♠ 7♥ 8♦ 8♣
A bomb is not unbeatable but, once played, its type becomes the type that the other players must match and beat, rather than that of the card or combination originally led to the current pile.

Btw, penalty/reward are scored when hand is finished, not immedialty
- You receive no penalty if your (bombed) 2 was your last card played (the bomber receive no reward as well). Pretty situational but still important.
I've also encountered different situation where the reward/penalty was sometimes +1/-1 or +2/-2 ... i don't understand where this different comes from (not related to the bomb type, or to the 2s color). I would suggest using a fixed +1/-1 value for any bombed 2. Safe option imo.
I really feel it"s +1/-1 for black 2s, +2/-2 for red 2s .. but i need investigating it more on another app and cross-check with the vietnamese wiki.
- 2s penalty are cumulative ... let's imagine this sequence .... 2spades, 2 diamonds, BOMB ... the bomb will worth +3/-3pts (black+red value)
The vietnames wiki is different, list those value
- spades -1pts
- clubs -2pts
- diamonds -3pts
- hearts -4pts
.... not sure how it works, but i doubt those value are cumulated ... that would be really harsh
Anyway i don't know what to think of it, I think you can stick to our discussion, and go for a fixed -2pts penalty, whatever color is the 2.
