There is a problem with the production value indeed. Although I can't work from this bug report as you've continued playing the game...
The next time this happens, stop playing the game, and write the bug report at the precise moment you notice it, not at the end of the game, otherwise I won't be able to extract any data from the bug report... The game is in alpha, you won't get any penalty for leaving the game, also there is no time limit on the turn since it's in training mode...
I'll try to reproduce the configuration on the development environment, but this will take some time...
