I'm not able to reproduce it locally, this bug has been reported in 2 more games however. I've included a quick fix/double check to avoid what looks like an infinite loop that in theory should not happen. If you can provide any other information that could be helpful to reproduce it I'd be grateful.

Same for me. I don't have enough "blue level" to carve a statue. Both of the other players do.

Just as a reminder, you can quit from the game going to the table boardgamearena.com/table?table=354351754 and clicking on "Quit"

I'm not able to reproduce it locally but if I'm not mistaken all the tables reporting the issue have something in common:
- They are turn based games
- The games started before the release of Version 230309-2032 (20:32h CET)
In this release there are some changes in the state machine related to the checking of availability of colonies and statues so it's very likely that's the reason why this problem happens. Please abandon those tables and start new games. If you experience the issue (hopefully not) with games started after the mentioned release please report it.
