Bug happened precisely as described above: "Tax collector card counted empty spaces in city hall ( when activated twice, gave me 12 deniers with only 4 citizens there)"

Can't seem to edit my above update, so I'm forced to do another one. Since that update, I've learned that move IDs aren't in the log but are tucked in a completely different place from the log, so now I can report that the bug has happened again at table ID 40806265, this time at move ID 128.
