a) How do you know about it if it does not mention on the card
b) Are you reporting that currently it works for swap?
b) I'm reporting that it does NOT allow a swap if you move through the sea.
Navigator says: "For this migration,...." this is very specific.
I know swap apply rules for migration, but it won't be "this migration" it would be "this swap".
That would be really stretching it to apply it to swap action. If you want to challenge it I need an official
answer from publisher or author (forum link).
