Seen it ourselves on table 710075131 , but I think the heart of the problem is actually that, per the rulebook, the round should end immediately as soon as a horse crosses the finish line- we shouldn't *get* to a situation where there are multiple horses beyond the finish line and shuffling themselves around in the first place.
As such, I believe that fixing bug #153268 should have the side effect of also fixing this issue.
