The player (Xenos) was able to move to level 5 of the tech track when the automa (Firaks) was already there.

Xenos built a mine to take the 7VP tech tile, was able to move to L5 and place the lost planet.

You found a real bug! Do you know how long it's been since an actual Gaia Project report turned out to be a bug? A long time! Usually it's people who haven't read the rules book. "Why can't I form this federation?" type of stuff.
Move number, screenshot... super helpful. The player logic isn't checking for the Automa position, obviously. The Automa was added after the fact and I forgot to check there. I'll code up a fix in the next day or two.
