I think I would suggest something like:
Fast: +0:50 per turn (maximum 3:30)
Normal: +1:30 per turn (maximum 5:00)
Slow: I don't know, I don't want to play slower than "normal" with this system, but someone will?
Happy to take feedback on the timings here.
So definitely, the normal time is wrongly set.
