Refreshed 3x it did not fix the issue. Other player was able to play their star.

A star is given if you roll doubles or if all the 3 cards have the same region (in your case 3 cards in South). In your case you couldn't write a star because your entire South was full, so you filled "X". Then there was a bug which is fixed now.
