Neutral Ships should be visible in your personal tab below your personal ships. Seems awkward that you need to click Ships and scroll to the very bottom to be able to find them. Regardless of how often they 'should' be used.

Actually Neutral ships are kind of backup options - they're there and available, but very pricy and rarely actually used. Keeping them separate seems fully justified.
As for adding them to screen - already there is a lot of things there, and (especially on mobile screens) adding more would cause more clutter. One of reasons I play this game in particular is its implementation, with clear split into separate smalle rscreens that allow to view desired aspect of the game (and no more) - it's a vast difference on a small screen.
For large computer screen a desire to see more comprehensive view is understandable, for small screen it's potentially beaking the game.
