With the rules being as challenging as they are, I can only imagine how difficult programming it would be. Thank you for all the effort!

Yes, developping DEI was quite the challenge 8-)
Yes, you should have received 8 supplies instead of 4 since you had units in all four machinery (green) outpost region.
There were two separate issues here:
1. Having two or more outposts of the same type in one region wasn't accounted for. This has already been fixed (see boardgamearena.com/bug?id=91312)
2. One outpost has been garrisoned by your leader. The code only checked for scrappers. This is fixed right now!
