Ok found it it says in log
Ripple effect cancelled for downsizing building 'Watchtower #11' at Age of Faith (11,6): Violated rule of dominion
But it clearly does not violate the rule since its only one building in the domain...

confirmed - when Domain consists of exactly one building and time shadow about to be destroyed,
game things its a junction and prevents it (but its domain removal)
