Indeed, this is the same sort of issue as in 55005. TOBYMEN is not in any of the Scrabble dictionaries. (It's listed as "archaic" by Merriam-Webster.)
In word games, a line needs to be drawn between what is considered a valid word and what is not, and inevitably people will disagree about that boundary. The Scrabble dictionaries are the best and most widely accepted source for this sort of thing, so this implementation uses those.
