I had a surprise card in my hand and wanted to Plan it not play.

None of the 3 plan option buttons did anything. I could only undo.

This has happened twice now. Is it something to do with having more than 5 cards in my hand?

It was a problem with possible actions at the moment of the discard now it's fixed.
Having more than 5 cards means that you must discard. Plan a surprise card is not discarding, the card will be played in the future, so after have planning the surprise you still have to discard.
