案件沿革
I have already encountered this problem with another game and another value to have to permit to subscribe to a tournament.
Your real ELO is not 100 but 99.61.
To see that, go to the result page of your last table of Wingspan and with a PC put your mouse under the 100 value and you will see the real value !
So I ask in you bug request to see the real value rather than a round value that can be upper the real value !
For me it should show 99 or 99.61, not 100.

It is the same problem than boardgamearena.com/bug?id=118393 and boardgamearena.com/bug?id=119188
"This is a known issue. You did'nt have exactly 100 ELO but a bit less that's why tournament and arena mode was not available for you at that time. You know have more than the required ELO, so you can enjoy arena and tournament."
Your bug has probably been fixed already, or was linked to a temporary failure of BGA service.
In any case, when filling a bug report, make sure to have an explicit title linked to the incident (ex: with error message), so other players can recognize it and vote for it.
