Speculation here: I'm wondering if the presence of Alien Technology Institute in my tableau is somehow the cause of this issue—this is not out of the question, as bug 94066 confirmed that "Alien Research Team was incorrectly coded brown."

I've added a third screenshot to the above Imgur link, this time showing table 412951877, where I'm being allowed to settle Rebel Base by paying 5 (not 6) cards, despite (again) not having Contact Specialist.

In the last bug filed, it appeared but still wasn't allowed by the implementation.
