I believe it is looking to see if I have meeples left in the general supply, instead of personal supply.

Yes, beginners mistake.
The tool tips could be improved here, rather than sex indiscriminate.
For example (Marriage or Mission), it could say which is relevant.
The spending meeples, could actually say spend female meeples, especially is this bug report example when that token is on the female side.
The tokens in the game don't help much either with very small faint numbers printed in different positions, but I don't suppose there is much you can do about that ;)
