When calculating movement MP moving down a strategic movement line should reduce the cost to 1MP (if not attacking or otherwise influanced by enemy ZoC and units). See the movement options for W.Fin unit in 0942 - the movement costs for nearby hexes are calculayed as if there were no road/rail lines, so it cannot move as far as I want it to. I have tried reloading and selecting other units, but the Finnish units do not seem to have the correct movement ability.

I have anothr game 190920014 Move 4756, All units no longer have their MP distances calculated using the Rail line Reduction. I tried Turks, Finns, Germans. Something is Terribly "broken" and I have games that are coming to crucial points where 1 or 2 MP will make a huge difference
