"In the case of a tie for any element majority:
Tie for first place: All tied players get the VP reward for first
place. In this case, the VP reward for second place is omitted.
Tie for second place: All tied players get the VP reward for
second place"
in last round majority element 10, 11, 12 were tied for first place, but looks like second place was still rewarded VP. -

And we cannot see the cards you delivered in order to count each type (engine, barrow, etc).
