I also tried to move through the board game arena app, and it also only allows to move three spaces away.
In other games I've played there is no issue.

That's correct, the non-highlighted forest hexes cannot be reached in 4 steps because they're behind either the Chasm or the Water Source. If you hover over the reachable bottom left forest hex, it will show the path that's already 4 steps long.
