Adding to my comment. I'm sitting on 10 wood, 4 reed and the options the game gives me are:
- Build 1 room and play Furniture improvement
- Build 2 rooms and no Furniture improvement (not even one improvement)
- Build 1 room and play Furniture improvement
- Build 2 rooms and no Furniture improvement (not even one improvement)

@torvaldur_makan: you probably don't have enough resources left to build an improvement after building 2 rooms.

My issue still remains, but perhaps that is a second issue: The build improvement (Furnisher) button is greyed out.
I'm sitting on 10 wood, 5 reed prior to building. After building two rooms I have 0 wood, 1 reed. My intention is to play two improvements. One that cost 1w 1r and another that costs 1w. With the discount I should be able to play both of these (I have enough occupations in play).

This issue still remains. Had three rooms. Built 2 more and it only allowed me to build 1 improvement even though I had many that I could play.
